If anything major comes up, I'm sure airports will let you know if flights have been delayed or cancelled.If you are referring to transportation within Beijing.. I'm sure it similar to most other cities. Just be careful if there's heavy rain, snow, or slippery roads. With ice and snow, I've heard of methods the officials use to minimize accidents (salt, etc).
